SHEBOYGAN — Police released additional details surrounding what led to a massive manhunt Thursday in Sheboygan County.
At approximately 8 AM on Thursday, May 3rd, the Manitowoc County Sheriff’s Office was investigating a reckless endangerment incident where a female victim jumped out of a vehicle that was travelling southbound on Interstate 43. During that investigation, it was learned that the victim was initially assaulted at her residence in the City of Manitowoc. The Manitowoc Police Department was dispatched to a residence for a possible missing person complaint.
A man arrived home to find a broken car window, blood in the driveway and residence, and his wife and dog were missing. After further investigation, it was learned that 23-year-old Jamal Rudd and Tamario Williams drove from Milwaukee to Manitowoc to confront the victim about some possible stolen property according to Manitowoc Police. While Williams waited in the vehicle, Rudd entered the unlocked residence and confronted the victim. Rudd allegedly physically assaulted the victim and repeatedly strangled her while verbally threatening to kill her.
Rudd dragged the victim out of her residence and forced her into the backseat of the waiting vehicle. While struggling with the victim as they passed the victim’s parked vehicle, a door window was broken. The victim’s dog followed them outside and eventually jumped in the suspect vehicle. While the suspects were driving to Milwaukee, Rudd continued to physically assault the victim. At one point, the victim was attempting to jump out of the rear car window and Williams slowed down as Rudd tried to keep her in the vehicle.
The victim eventually escaped from the vehicle and may have had her arm run over by the rear tire. The victim was transported to a local hospital for non-life threatening injuries. Witnesses stopped to check on the victim and corroborated her story.
The suspects continued southbound on I-43. Rudd eventually exited the vehicle somewhere in Sheboygan County. The Sheboygan County Sheriff’s Office began searching for Rudd in the area of Sauk Trail Road and County Road V. Rudd eluded law enforcement overnight until Friday morning when he was apprehended on several outstanding felony warrants for prior gun related incidents in Manitowoc.
The victim’s dog was eventually released from the vehicle and was captured and turned over to the Sheboygan County Humane Society according to the Manitowoc Police Department.
Both suspects were transported to the Manitowoc County Jail where they are being held on the following charges:
- Jamal L. Rudd: Kidnapping, Intimidation of a Witness, Intimidation of a Victim, False Imprisonment, Strangulation, Battery and Burglary.
- Tamario Williams: Party to the crime of Kidnapping, Intimidation of a Witness, Intimidation of a Victim and False Imprisonment.
